JOHNSTOWN, Pa. -- In light of rising fuel prices, Johnstown's city manager said officials may have to begin charging for services that it offered for free in the past.Curt Davis said over the past six or seven years, oil and gas prices for the city have risen an estimated 500 percent. While city leaders try to build the expense into its budget each year, Davis said it's nearly impossible to keep up with the inflation.Davis said leaders are considering charging for services like fire crews unlocking car doors.
