Parents Speak Out About Former Teacher Accused Of Rape

Stephen Shaffer was a science teacher at Somerset Junior High School for years until his retirement in 2005. Now three years later, a former student steps forward and said Shaffer raped her. While the police investigation continues, allegations are flying about what the district did and didn't know.

In e-mails that WJAC obtained, Shaffer's ex-wife claimed she told the past and current superintendents about her concerns and that nothing was done. She wrote, "If you can live with yourselves knowing that you did nothing while children were at risk and continue to defend such a position, I don't know what else I can do other than to warn parents of this weakness."

The current superintendent, Dr. Dave Pastrick, denied the allegation that the school did nothing. He claimed they took the appropriate actions that's why Shaffer is no longer teaching in Somerset.

WJAC has also earned Shaffer got another job teaching in Maryland, after his supposed retirement.

Then in November 2006, the State Department of Education filed a report to take away Shaffer's teaching certificate. The report states it's because of a personal, romantic and physical relationship with "students" in the district. Does the plural use of students mean there's more than one potential victim? Parents told WJAC they believe there's a likely chance.

"I have a daughter and a son that had him (Shaffer)," said one concerned parent. "My son told me some of the girls in his class were complaining that Mr. Shaffer would put his hand up their skirts. I know that parents have complained about this."

Pastrick would not comment further on the situation because of the ongoing investigation, but he insisted the district did nothing wrong.

Shaffer's ex-wife is currently working with local representatives to introduce legislation that would make schools criminally liable if they don't report potential abuse within 48 hours.
