Dog Grooming Given Green Light In State College

Dog grooming is now allowed as a home occupation in State College.

It was an ongoing issue in the borough for the better part of a year.

In July of 2008, a complaint was filed against Kelly Shaffer.

Shaffer had been running a dog-grooming business out of her State College home for years without knowing it was against the law.

Borough Council President Elizabeth Goreham was one of two council members to oppose the rule change.

Goreham said it was an issue that really caused a divide in the College Heights neighborhood.

"I hope the neighborhood is able to heal. It's really been contentious and that's of concern to me. Strong neighborhoods in State College are so important,” said Goreham.

Goreham added she sided with the folks who expressed concerns about the traffic and noise dog grooming would bring to a neighborhood.

Council Member James Rosenberger was in favor of the rule change.

"Dogs are legal in this town and when I thought about dog grooming it seemed like getting a haircut for a person or getting your dog groomed was very similar. Two very similar occupations,” Rosenberger said.

Meanwhile, Kelly Shaffer told WJAC-TV, “I am glad that it's over. I don't have to lose my house and I can keep working.”

Council adopted the new ordinance in a 5 to 2 vote Monday night.
