Democrats Say They Have Plan To Pass State Budget

House Democrats in Pennsylvania said they have devised a strategy to break a 10-day stalemate and get a new budget passed.

The lawmakers said they plan to help Republicans pass the Senate budget version with no amendments. That way, Gov. Ed Rendell can either reject it or use his line item veto power to cut $1.7 million and balance the budget.

Democrats hope if that happens, Republicans will come back and pass a supplemental budget that would restore some cuts.

The state's budget stalemate has left Penn State University's board of trustees in a difficult spot. Friday, the trustees were expected to vote on a tuition increase. University President Graham Spanier said tuition could jump nearly 10 percent for Pennsylvania residents.

Spanier said if federal stimulus funds are put back into the state budget, the tuition hike would be significantly less. He said he wants the trustees to approve an either/or tuition increase that will depend on which budget plan is passed.
