JOHNSTOWN, Pa. -- The state budget took a toll on non-profit groups and local businesses.A compromise was made but the budget has yet to be signed and it won't be signed for around two weeks.United Way of the Laurel Highlands is still feeling the brunt of their money problems because, even if Gov. Rendell signs the budget, they might not see a check for quite some time.Meanwhile the budget might raise the cigarette tax by 25 cents.Habits Beer and Tobacco only makes 5.7 percent profit off a pack of cigarettes, while the state makes around 50 percent profit.Habits Owner Jody Stem said there's nothing he can do and people will continue to smoke regardless of the price. An increased cigarette tax isn't the only price hike-- folks who have Small Games of Chance Licenses could pay 15 percent on a ticket.
