D.A. Cleared On Racial Discrimination Charges

Centre County Judge Thomas Kistler reverses his own decision in a controversial case involving District Attorney Ray Gricar, and an allegation of racial discrimination. Kistler originally ruled when a black defendant was denied an opportunity by Gricar to enter the A.R.D. Probation Program, that Gricar's decision was based on race. Gricar strongly denied the ruling, and after another hearing this week, Judge Kistler sided with the District Attorney in agreeing other issues were involved in deciding A.R.D. status.
