22 face charges in Blair Co. drug bust

ALTOONA, Pa. -- The Pennsylvania Attorney General's Office has announced charges against nearly two dozen people in connection to drug dealing in the Blair County area.

Attorney General Kathleen Kane said Friday the charges against the 22 people come following a nine-month investigation between investigators with her office, the Blair County District Attorney's Office, and local law enforcement. The focus surrounded the dealing of heroin, cocaine, crack cocaine and bath salts in the Altoona area.

Kane said investigators made several undercover purchases and controlled buys from the suspects over the months and the most commonly purchased drug was heroin.

Information from these investigations included where the drug were coming from and targeted mid- to upper-level drug dealers by the AG's Bureau of Narcotics Investigation agents, Kane said.

Among those named as suspects was Hug Baez, 20, who is currently incarcerated for allegedly killing a man last October at Choices Bar in Altoona.

Kane said the investigations were funded in part through Operation Our Town and information from Blair County’s Push Out the Pusher hotline.

In addition to the Attorney General's Office, the Blair County Drug Task Force, Blair County District Attorney's Office, Blair County Sheriff's Office, Altoona Police Department, Blair County Adult Probation and Parole, the Pennsylvania Board of Probation and Parole and the Blair County Prison assisted in the investigations, Kane said.

Thirteen of the 22 suspects were previously incarcerated for several charges.

Here is a list of suspects named Friday and their charges:

--Hugo Baez, 20, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of cocaine/crack cocaine, two counts of possession of cocaine and two counts of criminal use of a communications facility.

--Joseph Brewer, 66, currently incarcerated in the Blair County Prison, is charged with four counts of delivery of heroin, four counts of possession of heroin, four counts of criminal use of a communications facility and two counts of criminal conspiracy to deliver heroin.

--George Ceballos, 24, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility.

--Chadwick Crumm, 19, currently incarcerated in the Blair County Prison, is charged with one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communications facility.

--Frederick Glass, 35, 428 3rd Ave., Altoona, is charged with one count of delivery of bath salts, one count of possession of bath salts and one count of criminal conspiracy to delivery bath salts.

--Lacey Harber, 26, 305 N. 5th Ave., Altoona, is charged with two counts of delivery of heroin, two counts of possession of heroin, one count of criminal conspiracy to deliver heroin and one count of criminal use of a communications facility.

--Kenneth Harrell, 25, currently incarcerated in the Blair County Prison, is charged with five counts of criminal use of a communications facility, three counts of delivery of heroin, three counts of possession of heroin, two counts of delivery of crack cocaine, two counts of possession of crack, one count of conspiracy to deliver heroin and one count of conspiracy to deliver crack cocaine.

--Ashley Johnson, 30, 1300 17th Ave., Altoona, is charged with one count of delivery of a counterfeit controlled substance.

--Hope Koch, 41, 1224 13th Ave., Altoona, is charged with one count of delivery of heroin, one count of possession of heroin and one count of criminal conspiracy to deliver heroin.

--Justin Lapenna, 27, 420 Baynton St., Altoona, is charged with two counts of delivery of heroin, two counts of possession of heroin, two counts of criminal use of a communications facility and one count of criminal conspiracy to deliver heroin.

--Joseph Luke, 25, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, one count of possession of heroin, one count of criminal conspiracy to deliver heroin and one count of criminal use of a communications facility.

--Christine McKnight, 33, 1016 17th Ave., Altoona, two counts of delivery of heroin, two counts of possession of heroin and one count of criminal conspiracy to deliver heroin.

--Michael Mitchell, 19, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility.

--Trisha Mitchell, 21, currently incarcerated in the Blair County Prison, is charged with two counts of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility.

--James Morgan, 33, currently incarcerated in the Blair County Prison, is charged with one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communications facility.

--Krista Noel aka Krista Lang, 33, currently incarcerated in the Blair County Prison, is charged with two counts of criminal use of a communications facility, one count of delivery of heroin, one count of delivery of bath salts, one count of possession of heroin, one count of possession of bath salts, one count of criminal conspiracy to deliver heroin, one count of criminal conspiracy to deliver bath salts and one count of receiving stolen property.

--Shaun Ross, 28, 132 E. 2nd St., Apt. 2, Williamsburg, Blair County, is charged with three counts of delivery of heroin, three counts of possession of heroin, three counts of criminal use of a communications facility and one count of criminal conspiracy to deliver heroin.

--Davon Smith, 27, 606 1st Ave., Altoona, is charged with two counts of delivery of heroin, two counts of possession of heroin and two counts of criminal use of a communications facility, two counts of delivery of heroin and two counts of possession of heroin.

--Monika Sylvester, 29, 1900 4th Ave., Altoona, is charged with two counts of criminal use of a communications facility, one count of delivery of heroin, one count of delivery of bath salts, one count of possession of heroin, one count of possession of bath salts, one count of criminal conspiracy to deliver heroin and one count of theft.

--Lamont Valentine, 28, currently incarcerated in the Blair County Prison, is charged with six counts of delivery of crack cocaine, six counts of possession of crack cocaine, five counts of criminal use of a communications facility and one count of criminal conspiracy to deliver crack cocaine.

--Lawrence Walk, 41, currently incarcerated in the Blair County Prison, is charged with two counts of delivery of heroin, two counts of possession of heroin, two counts of criminal use of a communications facility and one count of criminal conspiracy to deliver heroin.

--Antony Williams, 25, currently incarcerated in the Blair County Prison, is charged with seven counts of delivery of heroin, seven counts of possession of heroin, six counts of criminal use of a communications facility and four counts of criminal conspiracy to deliver heroin.
