20 charged for allegedly dealing drugs in Blair Co.

ALTOONA, Pa. -- More than a dozen people are facing charges in Blair County for allegedly dealing drugs around the Altoona area.

Pennsylvania Attorney General Kathleen Kane said the charges come come following a year-long investigation between Attorney General Office agents, the Blair County District Attorney's Office and the Altoona Police Department.

Investigators said the 20 suspects were considered street-level dealers and were allegedly distributing heroin, cocaine and prescription drugs. Agents said the investigation included a number of undercover and controlled drug buys.

"The link between prescription drug abuse and heroin use is undeniable," Kane said in a news release. "Individuals who use prescription pills recreationally are 19 times more likely to begin using heroin. The demand for these deadly drugs has not diminished, therefore counterdrug efforts in Altoona will remain a focus for my office and local law enforcement."

Investigators said information gathered from the alleged street-level dealers will allow them to target mid- to upper-level drug dealers.

Information about the alleged drug dealing was obtained through the county's Push Out the Pusher hotline. The Blair County Drug Task Force conducted the street-level investigations with the information provided from the hotline. The hotline can be reached at 814-693-3020 or 1-866-693-3020.

Kane said she thanked businesses and community leaders involved with Operation Our Town, a nonprofit group of business leaders who focus on ending drug-related activity from neighborhoods.

In addition to the Attorney General's Office, the District Attorney's Office and the Altoona Police Department, the Blair County Sheriff's Office, Blair County Adult Probation and Parole, The Pennsylvania Board of Probation and Parole and other local law enforcement agencies assisted in the investigations.

Below is a list of the defendants and the charges against them.

-- Daniel Benson, 28, of 510 11th St., Altoona. Charged with one count of conspiracy, one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communication facility.

-- Kelsi Bergmann, 25, of 1043 6th St., Suite 3, Saxton, Bedford County. Charged with two counts of delivery of heroin, two counts of possession of heroin, two count of criminal use of a communication facility and one count of conspiracy.

-- Danielle Brumbaugh, 28, of 424 Spruce Ave., Altoona. Charged with two counts of delivery of heroin and two counts of possession of heroin.

--Wordell Costley, 42, of 1204 20th St., Apt. 3, Altoona. Charged with one count of delivery of cocaine, one count of possession of cocaine and one count of criminal use of a communication facility.

-- Niesha Edmunds, 20, of 2121 8th Ave., Altoona. Charged with one count of conspiracy, one count of delivery of crack, one count of possession of crack and one count of criminal use of a communication facility.

-- Chelsi Frye, 23, of 231 Maple Lane, New Enterprise, Bedford County. Charged with one count of delivery of hydrocodone, one count of possession of hydrocodone and one count of criminal use of a communication facility.

-- Dwayne Hammel II, 23, of 1463 Washington Ave., Altoona. Charged with four counts of delivery of heroin, four counts of possession of heroin, two counts of criminal use of a communication facility, one count of conspiracy and one count of possession of drug paraphernalia.

-- Kevin Holland, 48, of 1937 W. Chestnut Ave., Altoona. Charged with two counts of conspiracy, two counts of delivery of heroin and two counts of possession of heroin.

--Nathan Lapenna, 25, of 319 Garber St., Hollidaysburg, Blair County. Charged with two counts of delivery of heroin, two counts of possession of heroin, two counts of criminal use of a communication facility and one count of conspiracy.

-- Roy Lego, 50, of 2110 6th Ave., Altoona. Charged with one count of delivery of hydrocodone/diazepam, one count of possession of hydrocodone/diazepam and one count of criminal use of a communication facility.

-- Zakkary Mannarino, 21, of 610 4th Ave., Altoona. Charged with one count of conspiracy, one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communication facility.

--Jasmine McConnell, 19, of 1941 W. Chestnut Ave., 2nd Floor, Altoona. Charged with three counts of delivery of heroin, three counts of possession of heroin and two counts of conspiracy.

-- Gregory McQueen, 46, of 852 22nd St., Altoona. Charged with three counts of delivery of heroin, three counts of possession of heroin, three counts of criminal use of a communication facility and one count of conspiracy.

-- Jacquelyn Poorman, 22, of 1941 W. Chestnut Ave., 2nd Floor, Altoona. Charged with three counts of delivery of heroin, three counts of possession of heroin, three counts of criminal use of a communication facility and two counts of conspiracy.

-- Effieann Potts, 20, of 1002 2nd Ave., Altoona. Charged with one count of conspiracy, one count of delivery of crack, one count of possession of crack and one count of criminal use of a communication facility.

-- Felicia Risbon, 21, of 1107 Ridge Road, New Enterprise, Bedford County. Charged with one count of delivery of Suboxone and one count of possession of Suboxone.

--Timothy Sheldon, of 6169 Beacon St., Altoona. Charged with one count of delivery of Endocet, one count of possession of Endocet and one count of criminal use of a communication facility.

-- Kendale Shields, 23, of 2215 8th Ave., Altoona. Charged with four counts of delivery of heroin/cocaine, four counts of possession of heroin/cocaine and three counts of criminal use of a communication facility.

-- John Sollenberger, 38, of 2237 11th Ave., Altoona. Charged with one count of conspiracy, one count of delivery of heroin, one count of possession of heroin and one count of criminal use of a communication facility.

-- Carlton Williams, 46, of 1430 2nd Ave., Apt. 4, Altoona. Charged with one count of conspiracy, one count of delivery of heroin and one count of possession of heroin.
