Four-month-old puppy left in freezing weather

CENTRE COUNTY, Pa. -- A 4-month-old puppy left out in the cold now has State Police in Centre County investigating a case of cruelty to animals.
Police said when they got to the home in Liberty Township the puppy was soaking wet from the rain and the temperatures were dropping.
The dog is now safe and is in protective custody.
"Police would have to make that call and that's what anyone should do if they see a dog without shelter," said Centre County District Attorney Stacy Parks Miller.
Police said they believe the owners are Joshua and Zena Jordan of Beech Creek, left the puppy tied to a chain link fence without food, water or shelter for at least eight hours.
"You do have an obligation to provide adequate shelter for your pets if you're going to leave them outside," said Miller.
For safety reasons authorities, do not want to release the owners location.
Police cited both of the Jordan's with a fine of more than $400 and say Pennsylvania's animal cruelty laws may be too weak.
"We have terrible laws, they rank in the bottom requiring minimal shelter for dog," said Miller.
Officials asked everyone to be vigilant especially this time of year. They are urging if you see an animal outside without proper shelter food or water call the police.
