JOHNSTOWN, Pa. -- A candidate tossed off last year's primary ballot because he didn't have enough signatures on his nominating petitions is again planning to challenge U.S. Rep. Bill Shuster in next year's Republican primary in the 9th Congressional District.

Travis Schooley, of Waynesboro, Franklin County, is the second Republican challenger to announce a run in May's primary. Bedford County businessman Art Halvorson is the other candidate running against Shuster for the nomination.

Shuster, of Hollidaysburg, Blair County, has been a Congressman since he succeeded his father, Rep. Bud Schuster, in 2001. Bud Shuster had held the seat since 1973.|

Schooley, 39, has been a delegate or alternate delegate to the last two Republican national conventions. Schooley describes himself as a Constitutional conservative.
