Police were called to the Hornerstown neighborhood of Johnstown just after 1 a.m. Saturday after a shot was fired in the building along Horner Street.
Police shut down the street while Ken Stanford remained inside the building.
He was arrested after walking outside.
Police stressed that nobody was injured.
Stanford is facing numerous charges.
