Do You Know Who Is Behind The Rides?

A carnival in Warren County was employing a convicted sex offender from Somerset County. Edward Kennell was arrested on a warrant while working at the carnival.

Since Kennell's arrest, many questions have come up, like what guidelines do local officials follow when allowing a carnival to set up in the area and are background checks conducted on workers? Channel 6 took those questions to Richland Township Police Officer Tom Shiley who says the guidelines are different for each municipality.

In Richland Township, the carnival owner has to get a permit proving the carnival passes safety inspection and that they have insurance, but the township is not responsible for the carnival workers.

Officer Shiley says, The manager, owner, or whoever's in town with that carnival is going to have to be liable. Most likely he'll be checked finger printed, and he'll be liable for the rest of his employees, at least some of their actions and who they are and what they are doing.

Shiley says he's never had a problem with local carnivals because most are sponsored by volunteer fire companies.

"They've been working with some of these carnivals for years and years and years so there's a bond and a trust," says Shiley.

Officer Shiley also warns if your children are young, don't let them roam the carnival grounds with their friends unsupervised. Make sure you always have your eye on them to make sure no one else does.
