NEW: CHARGES FILED AGAINST ALLEGED GUN OWNER, THIRD TEEN INVOLVED

Case against teen linked to deadly Russian Roulette shooting moved to juvenile court

BEDFORD, Pa. —

A Bedford County judge allowed the case of teenager accused of shooting and killing his friend at a sleepover this summer to be moved to juvenile court.

Due to the judge’s decision at a decertification hearing on Friday afternoon, WJAC-TV 6News is no longer reporting the Everett Area teen’s name or showing his face from court appearances or mug shots from Bedford County Jail.

Troopers said the 15-year-old was playing a game described as Russian Roulette with two friends in the basement of his home July 19, when he put a revolver up to his friend’s head and pulled the trigger.

Authorities said the victim, 15-year-old Neal Hammond, died the following morning at a Johnstown-area hospital.

As a part of the agreement, court-appointed defense attorney Steven Passarello told 6News that his client must undergo a lengthy evaluation at a facility in Latrobe.

“The charges were reduced to the misdemeanor of involuntary manslaughter, which is another major victory for the defense,” said Passarello. “Then, based on what happens at Adelphi Village and the diagnostic, we’ll proceed with the disposition on those charges.”

The $100,000 bond posted for the teen’s release from county jail will be returned to his family, and the 45-day evaluation is scheduled to start Monday morning.

Bedford County District Attorney Bill Higgins told 6News that the agreement was reached with the approval of Hammond’s family and that the boys had been friends for years.

“Our focus is always, always, always on what can we do to ensure that this juvenile can turn into a productive adult,” said Higgins. “That’s going to be the focus on this case as well.”

Later Friday afternoon, Higgins confirmed that additional charges will be filed against two other people connected to the incident.

Higgins said Reckless endangerment and furnishing a firearm to a minor charges will be filed against 41-year-old Susan Bonner of Evertt, the alleged owner of the .38 caliber Smith and Wesson revolver used in the deadly shooting.

Reckless endangerment and carrying a firearm without a license charges will also be filed in juvenile court against the third teenager involved, who allegedly brought the revolver to the sleepover.

“The irresponsible decision making of that evening had many tragic consequences,” Higgins said in a statement. “While we certainly want the families that were affected that evening to be able to move on with their lives as best as they can, we simply cannot overlook the fact that those decisions have criminal and legal implications.”
