Deterioration At Parking Garage Nothing New

JOHNSTOWN, Pa. —

Although the Washington Street parking garage in Johnstown is almost 40 years old and in need of repair, city officials said they thought it was still structurally sound. They said in fact, recent inspections gave them no reason to believe it wasn't.

City Manager Curt Davis said the garage was refurbished in 1990 and again in 1999. According to Davis, engineers did two more studies in the past 3 years and gave no indication there were any issues with the beams or that it was at risk of collapse. However, on Tuesday, some people who live and work in the downtown Johnstown area said they haven't been able to ignore the signs of deterioration.

"I've noticed that the parking has gone down. It's been about 3 years and I pass it everyday. I don't know where the structural damage was, but I know the city has been aware of it," said Katie Mishler, who works nearby.

Davis said he thought it was just concrete slab work that needed to be done and that work would cost the city millions of dollars. He said that's money that the city of Johnstown doesn't have.

WJAC TV News did some research and found that since 2003, there have been obvious signs of deterioration. The city did close parking on the fourth and fifth floors so people wouldn't drive through the third floor, where cement has actually been falling from the ceiling.

"We were using the first and second floors and none of the ceiling or concrete had come down, so we had seen no shift," said Davis.

"There should have been more than a second opinion, someone could have been killed," said Mishler.
