Dividing A Neighborhood

"There are no animals here, there is no agricultural need for a barbed wire fence, the only area where the fence is, is where children play," says neighbor Al Wassil.

The barbed wire fence is tearing at the patience of residents that surround the Menoher Swim Club. They say it is a danger to their children, but the club owner says it's their children's ATVs that are the problem.

"There are a lot of 4-wheelers running over here and they won't stop so I had to erect a fence to keep them out," says owner David Miltenberger.

But residents want to know why use the barbed wire to do it.

"I originally thought electric. That might be the best. But the attorney's say if the kids would hit the electric, they could possibly get some permanent damage," says Miltenberger.

Miltenberger says the barbed wire is no worse than a rose bush and it's up to the parents to keep the kids away from it. But residents tell us, accidents can still happen.

"When you have a 4-year-old child in the neighborhood with a group of 10-15 that play right along this, it's a safety hazard," says Wassil.

Miltenberger says a barbed wire fence was the only way to keep the kids from climbing over. And, it's not going anywhere, anytime soon. In fact, he plans on lining the entire property with the fence over the next few months.
