Dog Kennel Controversy Heats Up in Half Moon Township

HALF MOON TOWNSHIP, Pa

A kennel controversy that’s causing concern in this Centre County community.

Bill Donnley, Half Moon Township, says “What I’m opposed to is developing a business that that property is not developed for."

That's the reason Nittany Greyhounds went before the half moon township zoning board Tuesday night. Some neighbors are concerned the business did not follow proper protocol when opening up shop.

Don Houtz, case petitioner, says, "It had to do with noise, safety, environmental, and the entrance, all of which would be addressed if they did a site plan."

There are no business permits in Half Moon Township, but businesses must follow through on other requirements to run. Nittany Greyhounds argues they are not a business, but a non-profit because they are donation based.

Ellen Aschenbrenner, Nittany Greyhounds, says, "We ask a suggested donation of $1.15 per hour. We don't charge extra for walking for playing with the dogs."

Some argue the donations are mandatory, and so the business should be seen as just that, a business--one that must follow through on certain zoning permits and restrictions. However, Nittany Greyhound members disagree.

Toni Duchi, Nittany Greyhounds, says, "A way for non-profits can make money to forward their mission, it’s not subject to tax, commercial business operation permits and all of that."
