A report released Tuesday in the Pittsburgh Tribune-Review found that just two of 25 teachers' strikes in western Pennsylvania over the past 10 years were settled during those strikes.
Over the past couple of years, teachers in Punxsutawney and Brookville school districts in Jefferson County and the Marion Center School District in Indiana County have gone on strike. None ever reached a deal and all are still working without a new contract.
In Cambria County, teachers in the Richland School District went on strike in 2004 and have since reached a settlement -- but not during the strike.
In the Somerset School District, a contract dispute spanned five years and several teachers' strikes. They, too, settled after years of negotiations, and their contract agreement didn't happen during a strike.
Despite the fact that most settlements aren't reached during a strike, some say that settlements may not have been reached at all without the strike first drawing attention to the contract issue in the first place.
