By WJAC Web Staff and The Associated Press

SHANKSVILLE, Pa. —

It's still in need of about $5 million, but groundbreaking is expected this summer for the next phase of the Flight 93 National Memorial.

The next phase includes the visitor center, portal walls, overlook and pedestrian bridge. Those improvements are expected to cost about $20 million.

According to the Tribune-Democrat, final documents are in place for contracting no later than mid-March.

The final phase is expected to be completed by September 2016 and will include the 93-foot Tower of Voices containing 40 wind chimes, one for each passenger and crew member.
