Flood Insurance Fiasco Delays Home Closings

CHESTER HILL, Pa. —

Several insurance agents and loan brokers told WJAC-TV that the final sales of several homes across the Alleghenies have been on hold since the National Flood Insurance program expired last month.

DuBois resident Donnie Roush recently accepted a job as a manager at a store near Philipsburg, but his plans to purchase a home in nearby Chester Hill have been delayed.

Roush said the home is located in a floodplain, but his lender delayed the closing because required National Flood Insurance isn’t available.

"The bank is requiring me to have something that doesn't technically exist,” said Roush. “I'm at the point of frustrations\ where I may end up scrapping the deal and finding another house somewhere else, which is pretty sad but I've got to get moved over here."

Roush said unless funding is quickly restored to the federal program, run by FEMA, he’ll continue his daily commute from DuBois and look for another house that isn’t located in a floodplain.

"Frustrated is right," explained Roush. "Not only might I not get my house, but I may also end up losing the tax credit they were offering 4 months ago.”

A FEMA official told WJAC-TV that the program will be restored as soon as Congress authorizes the program.
