According to the police report, both victims said Gustkey, 70, would touch them inappropriately on several areas of their bodies. At all times, the girls said, they were wearing clothing during the incidents.
The investigators said Gustkey, a retired police officer from Franklin Borough, admitted to some of the touching. His attorney said he expects to work out a plea agreement soon.
Gutskey waived his preliminary hearing for the misdemeanor charges Monday morning. He is free on $50,000 bond.
