Has Congressman Shuster Been Caught In A Lie?

It's not an election year for Congressman Bill Shuster, but there are claims today that he's been involved in illegal campaign activities. A few weeks ago, news that a supposed spy was sent to congressional candidate Michael Delgrosso's neighborhood, by Shuster, became public.

Congressman Bill Shuster said the spy was a volunteer for him but that he had no knowledge of the alleged spying and did not instruct the volunteer to do it. Now, that supposed volunteer, Joshua Juda of Altoona, says not only was he told to spy on Delgrosso, he was paid to do it. He also stated that he's never been a volunteer -- until he resigned last week, he was one of Shuster's paid employees. After the incident Juda says he wasn't allowed to use the office phones in fear his name would be traced back to Shuster's office. The congressman's Chief of Staff, Alex Mistiri, has released the following statement:

"Politics on government time is prohibited in the office of Congressman Shuster. As Chief of Staff, I strictly enforce this. There was not one penny of taxpayer money spent on this incident, anything said to the contrary is false."
