Johnstown Police Prepare For Arbitration

JOHNSTOWN, Pa. —

The Johnstown Fraternal Order of Police will fight for a raise next month but in order to do that, officials said, they have to be prepared. The FOP has asked the city to turn over budget and revenue reports, but are they getting what they need?

Some FOP officials said after numerous requests, they still don't have the needed reports. They want copies of the revenue, they say they bring to the city through tickets, court costs and more.

City Manager Curt Davis said those records are public and the officers can come over any time and look at them, or pay for copies. However, Davis made it known that he disagrees with the FOP's definition of revenue.

"It's their job," said Davis. "I have no problem saying alright these are the records and you can read them but this is their job. It's enforcement."

The officer handling the contract negotiations for the department, Scott Haymaker, is on his way to serve in Iraq. Officer Tom Owens will take over during the arbitration.
