Johnstown Property Tax Woes

Johnstown City Council has proposed a 3 mill tax increase for residents. This, because a whopping 49.9% of all properties in Johnstown are tax exempt.

That means non-profit organizations like churches, hospitals, charities and more cut out almost half of the tax revenue for the city. According to City Manager Curt Davis, 49% is a very high number for tax free non-profits, but he says, it's because Johnstown is the central city for so many suburbs and rural areas. Davis says, while the high number of non profits is frustrating, there are other avenues being looked at.

"I don't have the right to say no, I'm not going to sell you a building because you're a non profit. I don't have any control over that," says Davis. "I think there are some non profits we may have to take a look at, that have taxable segments though."

Davis says over the last six years, the city has lost $41 million from expanding non profits. However, he says some have offered to give donations in lieu of taxes.
