Johnstown residents will have the chance to vote next week if city council should downsize.

There are currently nine city council members, but five of those have been pushing to reduce the number to seven. Those in support of the reduction have cited budget concerns and a shrinking population.

But, not everyone is in favor with downsizing. Rose Howarth, a Johnstown councilwoman, said there are not enough employees as is to help the city.

If voters approve the ballot issue, the change would not take effect until Jan. 1, 2012.
