Judge Addresses Teens Leaving Juvenile Center

EBENSBURG, Pa. —

Cambria County Chief Juvenile Court Judge David Tulowitzki talked to WJAC-TV about the Cambria County Juvenile Detention Center in light of another teen on the run.

Tulowizki said, the facility is two centers in one. First, it's a secure lock-down detention center, and it's a juvenile center that resembles a dormitory.

The teens who escaped walked out of the shelter. Two kids last Friday and one Friday morning.

The shelter has a delay on the doors. When residents push the panic button it alerts their 24-hour staff who can only tell kids not to leave. Those staff members are not allowed to physically force teens to stay.

Officials said kids have walked away in the past but nothing causing serious problems until now. When two 17-year-olds sent police on a tri-state manhunt, after the kids reportedly stole over a dozen cars.

Tulowitzki has been in public office including a court judge and district attorney for 19 years. He said this is the first time he's had to address a problem at the juvenile center.

Tulowitzki said, "The implication that the system is broken is really unfounded."

He said the incident involving now three teens who have walked out couldn't be anticipated and it will be addressed.
