Cambria County —
It seems over the past 12 years or so, Johnstown Police Officers continue to give up benefits for the good of the city.
Johnstown Police Officers say in addition to pay freezes, they have had to re-work their health plans, they've lost holidays, vacation days, and sick days. This year they're afraid their health-care will again be targeted.
The biggest problem Johnstown Police Officers face is the fact that Johnstown is a distressed city. Because of that, the city can't afford to give big incentives. However, with union contract negotiations coming up, there is a possibility the city could come out of their distressed status.
Another issue is the fact that officers from neighboring departments, on the whole, make more money than Johnstown officers, which causes many to leave the department for greener pastures.
"There are those that stay and do what they can to get by financially. Dedication from them and the pride in the area that they're staying here and if they have to, I know I've done it in the past, you go out and find a second job. It's not something you want to do, but if need be, that's what happens," says Sgt. Andrew Litvin.
Representatives at Johnstown City Manager Jeff Silka's office say that bargaining has not begun yet, so at this point they have no comment.
