According to our partner, the Altoona Mirror, when the new developer, Echo Real Estate Company of Pittsburgh, proposed that the Authority pay much of the 1.1 million dollar cost to run water lines to the project, the Authority said no. Not wanting to set a bad precedent or skew the rate structure were both reasons given to Echo. Now the company hoping to get grant money from Pennworks State Program.
