EMPORIUM, Pa. —

A fugitive wanted for the attempted kidnapping of a woman in Emporium last month was spotted inside a bar and turned himself into police Monday night.

Thomas Edward Smith, 58, was taken into custody inside Alleghany Pub shortly after 8 p.m., according to a statement from Emporium Borough Police Chief John Lovett.

Another man at the bar recognized Smith and notified police. Within minutes, local and state police had surrounded the bar, prompting Smith to call out to them from the bar that he wanted to surrender.

Court documents said Smith tried abducting a 39-year-old bank manager who worked at the branch that foreclosed on his house in Cameron County on August 8. Smith had commandeered the woman's vehicle after pretending to need a ride.

The woman was able to escape by diving out of the vehicle while it was moving, and Smith has been on the run since the incident.

Smith was arraigned Monday night on charges of kidnapping, aggravated assault, terroristic threats, unlawful restraint, false imprisonment, reckless endangerment and disorderly conduct. He was booked into the Potter County Jail.

Borough police, state troopers and the Federal Bureau of Investigation are still looking into the incident.
