Bradley Kahle, 62, of Troutsville, had parts to build as many as 16 explosive devices, federal prosecutors said.
The prosecutors said Kahle was a member of a militia group and planned to use the bombs against government targets.
Kahles' attorneys said the explosives amounted to firecrackers and maintain their client is being targeted because of his militia involvement.
