Officials Dispute Responsibility For Historic Johnstown Building

A historic building in downtown Johnstown is beginning to crumble into the Stoneycreek River, but officials are debating whose responsibility it is to make the repairs.

The Franklin and Vine Building is owned by Campenn Inc., whose chairman is also city solicitor Joseph Green.

Green said he noticed the building deteriorating over the past six months, but said it is too expensive to repair.

Building code inspectors were on-site Monday, and city manager Curt Davis said a letter was hand-delivered to Green on Tuesday requesting the problem be examined.

Davis said the letter states, "We are giving you three days to bring in an inspector to make sure it meets building code maintenance and make sure there's not a health or safety issue."

Green said the building is in the process of being sold to three private individuals. He said the responsibility of repairing the building will lie with them, but the sale is not expected to go through until mid-to-late October.
