Tsai competed with 17 other young females for the title and is to go on to Mobile, Alabama to compete for the national title in June.
"It's going to take a while to get use to being Pennsylvania Junior Miss. I just found out. It will take a lot of preparation, but I'm really excited to meet the girls there...real excited for the opportunity," Tsai said.
Tsai took home scholarship money, a gown, flowers and an all-expenses paid trip to the June competition.
