Police Make Arrest In Jefferson County Double Homicide

PUNXSUTAWNEY, Pa. —

After a two-month investigation, police have made an arrest in a Jefferson County double homicide.

In April, James and Vicky Shugar were found dead in their Snyder Township home.

Vicky Shugar owned Flowers and More, a flower shop in downtown Brockway.

Police said Friday that Cameron County resident Steven Rebert shot and killed the couple.

He was arrested on Friday after a long investigation.

Police interviewed members of the Shugar family, friends, neighbors and employees of Flowers and More.

One employee told police she had been friends with Rebert but felt that he was stalking her.

Neighbors called police and reported the license number of a vehicle spotted twice near the Shugar house weeks before their deaths.

Police said that vehicle belonged to Steven Rebert.

They talked with Rebert several times over the past two months, even searching his house in Emporium earlier in June.

They said Rebert was spotted on security footage at the Brockway Sheetz store around the time James and Vicky Shugar died.

Police added that James Shugar's DNA was found on Rebert's boot.

Officials said the investigation into the murders is not over.

During the search of Rebert's home, they said information was found that is connected to unsolved homicide cases in New York, dating back to 2005 and 2007.

Officials said Rebert once lived in New York but declined further comment on the matter.
