Police Officers Attend Car Crash Reconstruction Seminar

Officer Killed While Driving To Program

STATE COLLEGE, Pa. —

More than 230 police officers are attending refresher courses and seminars at a three-day crash investigation seminar in State College.

Troopers told WJAC-TV on Wednesday that it’s crucial for all 35 certified reconstructionists across the state to keep up-to-date on vehicle safety advancements and new technology.

"Our guys that are full time reconstructionists, they are definitely feeling the stream of less people," said Cpl. Mark Pezzano. “The distractions are just one of many things that could have been an issue with the crash. Weather conditions, hybrids, road conditions, engineering of the vehicle, the status of the operator, the mindset, whether he’s slept in a few days.”

Institute of Police Training and Management Instructor Richard Ruth said the advancements of event recording devices, also known as a car’s black box, help experts determine what events may have played a role most car crashes.

"It's not just how fast you're going. It's also about the driver behavior,” said Ruth. “What was the driver was doing just before the crash and did that in any way contribute to criminal or civilly negligent behavior."

The seminar, funded by a grant from AAA Mid-Atlantic, is free to the 230 officers attending from 17 states, as well as Canada.

Officials told WJAC-TV that officers are dealing with a tragic twist, after an accident investigator driving to the event was killed in a car crash.

Baltimore police officials confirmed reports that 61-year-old James Fowler died after his pickup truck crashed into a concrete barrier on Route 22 in Mifflin County on Monday afternoon.

Officers at the accident investigation seminar are taking donations for the Fowler family.
