State Budget Still Not Passed

HARRISBURG, Pa. —

(AP) - Legislators hope to break a deadlock today over Governor Ed Rendell's priorities with the end of the state government's fiscal year just hours away. A massive transit and highways spending plan that already passed the House was amended in the Senate yesterday. But Rendell also wants legislation to address health care, energy, biotech investment and expanded borrowing authority for the governor. A Rendell spokesman says the governor will only sign a budget that does not drastically cut programs to help "the most vulnerable Pennsylvanians." The budget must also include a transportation bill that includes at least half a billion dollars for mass transit. The rest of the agenda items are negotiable.
