State Trooper Charged With Rape

A Pennsylvania state trooper who lives in Centre County is charged with rape and sexual assault. The allegations first surfaced last year, but now 39-year-old Richard Keener, who works out of the Lamar barracks in Clinton County, is in court.

According to the Attorney General's office, Keener met two women for drinks at a bar in Lock Haven, but later that night, things went too far. Police say Keener drank a significant amount of alcohol that night, then followed the women back to their apartment to hang out.

According to police reports, Keener followed the victim into her bedroom, shut the door, forcibly grabbed her by the neck and threw her onto the bed. The victim says she tried to kick Keener but was unable to overpower him. He allegedly squeezed her throat when she tried to scream, and he raped her.

The victim told police after Keener left the apartment, she and her friend went to a local hospital for treatment. Photographs taken during a rape examination showed evident bite marks on her body.

Keener is charged with two counts of indecent assault and one count each of rape and sexual assault. He was released on $25,000 unsecured bail. Keener is currently suspended without pay. His next court date has not yet been scheduled.
