Peter Carrara was extradited to Pennsylvania and arraigned Thursday night on charges that include homicide by vehicle while driving under the influence.
Police said Carrara was driving with methamphetamines in his system when his rig rolled over a car driven by Bonnie Weaver, of Hollidaysburg, killing her.
