Court Documents In Criminal Investigation Point To Earmarks Provided To Windber Defense Contractor

WJAC has obtained a copy of the charges filed against Richard Ianieri in a Florida federal court. The court papers not only mention Kuchera Defense Systems in Somerset County, but also we have learned, an important earmark from Rep. John Murtha.

WJAC TV news found out that Richard Ianieri, the CEO of Coherent Systems International in Philadelphia, is expected to plead guilty to filing false purchase orders for a U.S. Air Force project. Ianieri is accused of receiving $200,000 in kickbacks from a defense company that is only identified as "K".

In court papers filed in the Ianieri case, Kuchera is listed as one of the subcontractors for the project. According to the court documents, Kuchera received $650,000 from Ianieri's company, CSI, for equipment to make a mobile communications system to be used in air-strikes. However, the government claims the equipment was never used for the project.

Several online sources confirm that Rep. John Murtha helped secure an $8.2 million earmark for the Air Force project. The online newspaper "Roll Call" reports that the congressman originally gave the money to another company that had hired his brother Kit. When that company severed ties with Kit Murtha, his lobbying firm was then hired by Ianieri's company, and the money was moved along with it.

It's important to note that the court papers filed in the case make no indication that Rep. Murtha had any involvement or knowledge of the alleged transactions.

A spokesperson from Murtha's office told WJAC that no one in the office recalls the $8.2 million earmark. However, he does confirm that the congressman gave $2 million in earmarks to Ianieri's company last year.

The attorney for Kuchera said he won't comment until he reviews the court papers.
