WINDBER, Pa. -- Windber Basketball League commissioners Dave Mattis and Gary Puto have been negotiating with East Hills recreation board to move the league into East Hills.Mattis said he doesn't want the league to move from his hometown, but that after the Windber Borough Council got rid of Robin Gates' position, they left league commissioners with no choice.Gates was a vital element of the the borough, including the community center.
